Context

Otay Water District serves retail water customers in southern San Diego County. A district site has to balance everyday service questions, regulatory and conservation messaging, and credibility with ratepayers—often on phones first.

Overview

Nightcoders engineered and maintains the public web presence at otaywater.gov: organized service and program content, clear paths for common tasks, and a structure communications staff can sustain as rates, projects, and outreach priorities change.

Challenge

Utility audiences do not browse for fun—they want answers quickly, and they compare the experience to consumer apps. The site had to stay approachable without sounding informal, and the implementation had to respect how a public agency actually updates content.

Delivery approach

We focused on information architecture, mobile-first layout, and templates that separate evergreen service guidance from time-sensitive announcements. Navigation and page patterns were chosen so staff can publish without breaking layout or burying critical notices.
